Biography
Hilary Wareing is Director of Improving Performance in Practice (iPiP) and the Tobacco Control Collaborating Centre (TCCC). She was involved with implementing smokefree legislation in England and a lead in the implementation within mental health settings. She is currently involved in reducing the prevalence of smoking in pregnancy, promoting smokefree homes, and supporting local authorities to review commissioning of services to reduce prevalence and help people quit. Hilary is part of the CLeaR training team and a Core Assessor. A member of the Smoking in Pregnancy Challenge and Smoking in Pregnancy Communications Groups and a topic expert adviser with NICE Quality Standards.
Fran Frankland is an accomplished national trainer and public health specialist, a PRINCE2 practitioner and a qualified Community Youth Worker. She is currently a trainer for the TCCC babyClear programme and project manages incentive schemes. Fran has a vast amount of experience of lobbying political organisations and activism, overcoming bureaucratic apathy, identifying champions who can drive a cause, enabling community leaders and mediating to manage conflict. She has experience of working with Acute/Foundation Trusts, provider services, commissioning bodies, private and third sector providers and local communities.
