Abstract
Since transferring from NHS to local government, the Leicestershire Public Health team has been working through a phased plan to re-procure its services. These procurements have been in keeping with the Council’s approach to commissioning and; while not prompted by performance issues, these procurements have provided a valuable opportunity to consult with stakeholders, assess needs, redesign services, test the market and achieve better outcomes and value.
For the stop smoking service, we consulted with the public and professionals, including GPs, pharmacists and other health care professionals, a survey (electronic and face to face) and focus groups. Additionally, we did some market analysis and spoke to experts. In the end, we opted to redesign our service spec to create a new service structure that is fit for purpose in the new world.
This session will discuss the process we went through and highlight pros and cons that other commissioners may be able to learn from.
