A tobacco strategy for Glasgow

Abstract
The initial Glasgow Tobacco Strategy was a partnership document published in 2005. Since then a number of key changes have taken place and the strategy has been updated to incorporate these, and to include clear actions plans.
The challenge: To develop a strategy linked to the national tobacco agenda that can be delivered at a local level, is relevant to local communities and with measurable impact. The strategy covers Glasgow City Council (GCC), 5 Community Health and Care Partnerships (CHCP) and 10 Local Community Planning Partnerships.
The process:
- Aligned to the local authority Single Outcome Agreement
and therefore linked to the National Outcome on Tobacco,
ensuring the engagement of GCC
- Developed in partnership with NHS Greater Glasgow and Clyde
(NHS GGC), GCC, CHCPs, and Community Planning in recognition
of the cross-sectoral nature of the work.
- Relevant to local communities – each CHCP developed its own
local delivery plan based on the Glasgow Tobacco Strategy,
ensuring local community engagement
- Developed clear negotiated action plans with output
and outcome measures
- Tobacco Strategy Equality Impact Assessed to ensure meets
the need of marginalised groups
Performance Monitoring: GCC Corporate Policy Health Team is working with NHS GGC Smokefree Services to monitor implementation, involving gathering output data every six months and outcome data annually. Data templates will be issued to all contributing partners
