A report on the health professionals and smoking cessation in a larger Europe EU project - How does England compare?

Abstract
In 2004 an EU Project was initiated involving Health Professionals from Member States and applicant countries across Europe.
The aim of the project was to develop a horizontal European smoking cessation network through the identification, assessment and development of best practice strategies, policies and guidelines on smoking cessation for health professionals.
The project objectives were
- to raise awareness among health care providers in each partner country so they could contribute to the development of best practice guidelines
- to create a European evidence-based assessment tool to gauge the quality of the strategies, policies and guidelines on smoking cessation at a country level
- to make a registry and inventory of services available in each country
-to create country-based partnerships and networks (where they did not currently exist) to improve and monitor services
- to create a European 'expert' network
- to prepare and publish a best practice report
Meetings of the member organisations have lead to a sharing of experience and the creation of partnerships and networks for collaborative studies. For some countries this project has been the catalyst for the creation of smoking cessation networks for others it has been a useful benchmarking process.
The European-wide best practice report is being prepared for publication this year.
This presentation will describe the similarities and differences found at country level concentrating on the
- infrastructure (e.g.primary and secondary care, referrals systems)
- providers (e.g. clinical competance, guidelines and training)
- intervention (e.g. effective treatments, costs)
- Users of Health Care Services (e.g. Knowledge, treatment seeking behaviour)
Based on the results of the assessment tool a judgement on the relative quality of the English system and services compared to other Eurpoean countries will be made.
Biographies
Paul Hooper is currently the Regional Tobacco Policy Manager for the West Midlands and, in addition, is Project Manager for the Tobacco Control Collaborating Centre based in Warwick.
As an Environmental Health Officer, Paul got involved in tobacco issues in 1985. He is well known in the field of tobacco and health and has knowledge and experience of working with local authorities, the NHS and the media.
He has frequently been an adviser to national organisations, a member of several committees and a contributor to many national and international conferences and meetings.
Paul represented England on this project.
Jennifer Percival is a qualified Nurse, Midwife, Health Visitor. She holds a Diploma in Person centred Counsellor and is a Health Education Trainer. She has been specialising in the area of Tobacco control and policy since 1995 and has worked both locally and nationally on health promotion campaigns.
She runs the Royal College of Nursing Tobacco Education project and works with the Department of Health on the media campaigns. She is the author of many articles, books and leaflets on 'Helping people to stop smoking'. Including the RCN's Clearing the Air 2 and 'The Role of the Nurse in Tobacco Control and Smoking Cessation' which she wrote for the International Council of Nurses.
Jennifer teaches smoking cessation, communication and motivational interviewing skills to healthcare professionals across the UK and Europe.
